In June, 1928, the Bureau of Aeronautics issued specifications for purpose-built dive bombers and invited the Naval Aircraft Factory and Martin to develop competing prototypes. The Martin entry, Model 77/Navy XT5M-1 was the first of the company's planes to be built in Baltimore.
